Shall the City of Grambling, State of Louisiana (the “City”), levy a tax of five (5) mills on all property subject to taxation within the City (an estimated $44,470.88 reasonably expected at this time to be collected from the levy of the tax for an entire year) for a period of ten (10) years, beginning with the year 2007 and ending with the year 2016, to maintain, operate, improve and support the waterworks system of the City?
